The Rule of the Congregation was found as an appendix to the Community Rule in Cave 1. It describes the ordering of all Israel "at the end of days" — from childhood education to the seating arrangements at the messianic banquet. Its most famous passage depicts a meal at which the Messiah of Israel sits with the priestly leader, with strict protocol governing who blesses the bread first. Two columns survive in good condition. This translation works directly from the Hebrew transcription of García Martínez and Tigchelaar.
Column I — The Rule for the End of Days
And this is the rule for all the congregation of Israel at the end of days.
When they gather according to the judgment of the sons of Zadok the priests and the men of their covenant — who have turned away from walking in the way of the people; they are the men of his counsel, who kept his covenant in the midst of wickedness, to atone for the land — when they come, they shall assemble all who come, from child to woman, and shall read in their ears all the statutes of the covenant, and instruct them in all their judgments, lest they stray in their errors.
And this is the rule for all the hosts of the congregation — for every citizen in Israel:
From his youth he shall be taught in the Book of Meditation, and according to his age they shall instruct him in the statutes of the covenant, and he shall receive his discipline among their ordinances. For ten years he shall be counted among the children. At the age of twenty he shall pass among the enrolled, entering by lot in the midst of his family to join the holy congregation.
He shall not approach a woman to know her by sexual intercourse until he has completed twenty years — when he knows good and evil.
And then she shall be received — to bear witness for him with the judgments of the Torah and to take her place in hearing the statutes.
At the age of thirty he may approach to take part in disputes among the heads of the thousands of Israel — the commanders of hundreds, the commanders of fifties, the commanders of tens, the judges and officers of their tribes, in all their families, according to the sons of Aaron the priests, and all the heads of family of the congregation — for whom the lot falls to take their stand over the congregation of Israel, for disputes of judgment and to bear the burden of the congregation, and to take their stand in battle to subdue the nations — but only according to the rule.
According to his service, each man's work shall be accepted. The sons of Levi — each shall stand at his post. The Levites shall write the families according to the sons of Aaron, to bring in and send out all the congregation.
And all the heads of family of the congregation, with the wise men [...] each man in his rank according to the chiefs.
And if there is a gathering of all the assembly for judgment, or for the council of the community, or for a gathering of war — they shall sanctify them for three days, so that every one who comes may be prepared.
These are the men called to the council of the community: the perfect in their way, the men of valour, with the chiefs of the tribes and all their judges and officers —
Column II — The Messianic Meal
— of fifties and of tens, and the Levites in the midst of the divisions of their service. These are the men of renown, those called to the assembly, gathered to the council of the community in Israel, before the sons of Zadok the priests.
And any man stricken with any impurity of man shall not enter the assembly of these. And any man stricken with these, unable to hold his place in the midst of the congregation — any stricken in his flesh: lame, or blind, or deaf, or dumb, or any man with a blemish visible in his flesh, or an old man who stumbles, unable to hold firm in the midst of the congregation — these shall not enter to take their place in the midst of the congregation of the men of renown. For the holy angels are in their congregation.
And if one of these has a matter to bring before the holy congregation [...] he shall not enter for all the counsel.
When God begets the Messiah among them, the priest shall enter — the head of all the congregation of Israel — and all the fathers of the sons of Aaron the priests. They shall sit before him, each according to his honour. And afterward the Messiah of Israel shall enter, and the heads of the families of the congregation shall sit before them, each according to his honour.
And when they gather at the table of the community, or to drink the new wine — when the table of the community is set and the new wine is mixed for drinking — let no man stretch out his hand to the first portion of the bread and the new wine before the priest. For he is the one who blesses the first portion of the bread and the new wine and stretches out his hand to the bread first. And afterward the Messiah of Israel shall stretch out his hands to the bread.
And afterward all the congregation of the community shall bless, each according to his honour. And according to this statute they shall do at every meal, when as many as ten men are gathered.
