The Royal Parchment Scroll of Black Supremacy was published in Kingston, Jamaica, around June 1926. Its author was the Reverend Fitz Balintine Pettersburg — a Jamaican preacher who, alongside Robert Athlyi Rogers of Anguilla (author of the Holy Piby), was one of the originators of the Ethiopianist Black theology that would become Rastafari. Pettersburg proclaimed himself "King Alpha" in divine partnership with his wife "Queen Omega," and his text declares the coming of an Ethiopian sovereignty that will replace Anglo-Saxon dominion. The language is visionary, compressed, and often deliberately cryptic — written in a register somewhere between biblical proclamation, legal document, and prophetic ecstasy.

The Scroll is one of the key texts Leonard Percival Howell read before he began preaching in Kingston's slums in 1932. Howell's Promised Key (c. 1935) borrows directly from it. Together, the Holy Piby, the Royal Parchment Scroll, and the Promised Key constitute the literary roots of Rastafari — three short texts written in the 1920s–1930s by forgotten men from the Caribbean margins of the British Empire, whose work would eventually reach the world through the music of Bob Marley.

The original 1926 Kingston edition is in the public domain. This text is reproduced from a 2011 transcription by kobek.com that endeavors to preserve the original's typography, spelling, and verse numbering. Following the Good Work Library's practice, verse numbers have been removed. The original's spelling errors and idiosyncratic capitalization are preserved in full. The Appendix reproduces a June 1927 contemporary review from the Daily Gleaner (Kingston, Jamaica) as a historical primary source.

Introduction

My dear inhabitants of this world, we are the foundation stones of the
resurrection of the Kingdom of Ethiopia.
Our prayers and labour for your resurrection is past finding out. No Library in
this world is able to contain the work of our hands for you.
For we work day and night for your Deliverance.

We have received two publications of the new Ethiopian religion to which
we have alluded more than once recently. These books or pamphlets are
complementary to the Holy Piby, the bible of the Garveyites, which is to replace
the Holy Bible and which proclaim that the prophet Elijah was the Messiah, a claim
which would have horrified that stern and uncompromising old Hebrew. In one
of the works before us, Chapter Six, we get a fair example of the spiritual lessons
to be taught to the people; thus it is written: “1, A Balm Yard is not a Hospital.

Balm Yard. 4, Nor in the Assembly of Black Supremacy.” And so on to the end of
the chapter. The grammar is like the sense, which seems to us to be indisguishable
from nonsense, and the whole concoction is so putrid that we wonder what class of
people could ever take such rubbish seriously.
We have also been sent a copy of the Pibyan hymnbook. We will quote a verse
from Hymn No. 7:-When Garvey made a serpent,
And placed it on a pole,
The U.N.I.A. was told to look that way,
And then while they were looking
The Gaathly made whole
For the power of God
Is here with us to-day.
It would be interesting to know to what tune these noble and inspiring words
are sung; we rather think that the New Religion, with its black god and its recent
prophets, has been forced to borrow its tunes from the old hymnology. It is only
fair to say, however, that this religion seems to have made precious few converts
anywhere. Some silly, credulous people may have been induced to invest their
money in a Black Star Line whose ships were never quite three in number and
never could get from port to port without soliciting a contribution from friends
to pay expenses, but those same people demurred when it came to taking over

a new religion with their unfortunate commercial enterprise. As to Jamaica, it
is certain that this sort of thing will be laughed out of existence. There is not
only impudence about it, there is a sort of vulgarity that will disgust even the
vulgar. The people of ` believe that the religion they have was revealed by God;
they should stare if asked to accept a religion manufactured by some enterprising
gentlemen in Kimberley, South Africa, parts of which are absolutely blasphemous.
Indeed, they are beginning to laugh at this attempt already.
The object of creating a new religion is to give the Ethiopian race something
different spiritually from what other races possess: that is the ostensible reason
of it. The real reason is probably to extract some cash from foolish persons.
Somehow or other, in all these wonderful attempts, we never get far from the cash
basis. Money is the goal aimed at, the thing in view. But the game will not succeed
here; the method of playing it is far too puerile. New religions are not successfully
created in these days by gangs of illiterate swindlers. The plan is recognised for
what it is. The bubble is soon burst; as a matter of fact this particular bubble is
even now being pricked by some local Garveyites. Since the lines printed above
were written we have seen a letter from one of the officials of the Jamaica branch
of Marcus Garvey's Association which contains a vehement protest against the
new religion and its exponents who are endeavouring to spread it here and also to
indoctrinate the people of Jamaica with some seditious ideas on “Black Supremacy.”
The letter in question, which appeared in our issue of Saturday, denounces as
swindlers the gentlemen who have elevated Marcus Garvey to the rank of prophet
and have painted the Almighty in sable hue. Indeed it goes further. It protests that
Marcus Garvey is a person most loyal, that the branch of his Association in this
country has worked in perfect harmony with the Government of Jamaica, and that
the members of this organisation “know too well that they are under the British
flag and cannot go beyond the bounds of the law.”
We are glad that these members know this, and we can assure them that they
can never know it too well. The fact is, of course, that it is being understood
that the Jamaica Government, and intelligent people in this island, of all classes,
will not tolerate sedition and will deal drastically with any first appearance of it.
Hence this fervid protest on the part of a Society which is claimed by some other
members of that Society to be one in aim and spirit with the Garvey political and
religious theories. Thus there appears to be a sort of split in the camp, and the
more prudent element denounces as knaves that element which it considers as
likely--to cause serious trouble. Which means that Garveyism in its more rampant
form is never likely to find in Jamaica a congenial home. Which is what we have
always predicted and believed.
