The Royal Inscriptions of Šulgi

✦ ─── ⟐ ─── ✦

Building, Dedication, and Seal Inscriptions of the Second King of the Third Dynasty of Ur

Šulgi was the second king of the Third Dynasty of Ur (Ur III), reigning roughly 2094 to 2047 BCE by the middle chronology and holding the throne longer than any other Ur III king. He succeeded his father Ur-Namma, the dynasty's founder, whose own inscriptions form a companion volume in this library, and was in turn followed by Amar-Suena, Šu-Suen, and Ibbi-Suen. At some point in his long reign Šulgi took the further step of declaring himself a god, a claim his inscriptions and the seals of his officials both reflect in the royal titles they carry — "king of Sumer and Akkad," "king of Urim," "king of the four quarters."

This is the largest single-ruler collection in the Good Work Library's Sumerian Royal Inscriptions shelf: two hundred and twenty cataloged texts, the great majority of them very short. A minority are genuine building and dedication texts — clay and stone tablets, foundation deposits, door sockets, and a votive plaque, mostly recording in a single sentence that Šulgi built or restored a god's temple, dug a canal, or built a dam. Bricks and foundation cones stamped with his name and titles come from temples at Ur, Nippur, Adab, Girsu, and elsewhere. The remainder are smaller objects — stone bowls, vases, weights (including several "duck weights" carved in the shape of a resting duck), mace heads, beads, and a handful of statues and statuettes — many of them dedicated not by the king himself but by his officials "for the well-being of Šulgi." The single largest category by far is seals: well over a hundred cylinder seals belonging to governors, couriers, and other servants of the crown, each carrying the same short formula — the king's name and titles, then "PN is your servant" — a formula that itself is a kind of inscription, cataloging the men who served him across the cities of the realm.

The translations gathered here are the Electronic Text Corpus of Sumerian Royal Inscriptions' own (ETCSRI, an Oracc project directed by Gábor Zólyomi at Eötvös Loránd University, Budapest), reproduced verbatim as continuous reading prose. This library's two existing companion volumes on Gudea of Lagaš — "The Cylinders of Gudea" and "Gudea — Statues and Shorter Inscriptions" — sit on the same shelf one dynasty earlier, beside the collected editions of Ur-Namma and the dynasty’s later kings. Two texts below preserve one damaged line each that ETCSRI has not yet translated; that gap is marked in place rather than filled.

Source and license. This edition reproduces the English translations of the Electronic Text Corpus of Sumerian Royal Inscriptions (ETCSRI), an Oracc project directed by Gábor Zólyomi at Eötvös Loránd University, Budapest (http://oracc.museum.upenn.edu/etcsri/), fetched 2026-08-07. The Oracc site states its content is "released under a CC-BY-SA 3.0 license"; the project's own machine-readable data files carry the further statement "This data is released under the CC0 license" (https://creativecommons.org/publicdomain/zero/1.0/). Both statements are recorded here; this edition credits ETCSRI and Gábor Zólyomi regardless of which license term governs a given file, per academic courtesy and per the Good Work Library's own attribution practice.

What this edition is. The English text above is ETCSRI's own published translation of every ETCSRI text attributed to Šulgi of Ur, both the numbered royal-inscription series and the additional "2000-series" seals and dedications (220 compositions), reproduced complete and verbatim from the project's HTML reading editions and reformatted from an interlinear word-by-word display into continuous reading prose. No word has been altered, paraphrased, or supplied by this library. Ellipses, question marks, and bracketed uncertainties are the source edition's own markers for damaged or doubtful text; where a text has no published translation yet, that gap is noted in place rather than filled. Untranslated single-word oddities native to the source data are reproduced exactly as ETCSRI's markup has them rather than silently corrected, since this is a source-text intake rather than a Good Works Translation.

Composite identification. The standard scholarly editions of this material are the RIME volumes (The Royal Inscriptions of Mesopotamia, Early Periods, University of Toronto Press); each text above carries its RIME number where assigned and its ETCSRI composite ID (Q-number), under which the full transliteration, morphological analysis, exemplar list, and any Hungarian translation can be found at ETCSRI's own site.
